Right.
This is like building the Linux kernel with all modules configured, or
building Emacs with support for both console and X interfaces. There is
little penalty and great increase in convenience.
Why having strong dependencies? With Linux kernel, the modules are
optional. "yum install openvswitch" should not enforce DPDK. It should
be a (runtime) option (plugin?).
