This appears to renumber some existing OVS_ACTION_ATTR_*. I doubt
that it should do that.
I originally asked Lori to move the MPLS attributes to higher numbers
since there wasn't corresponding kernel code. However, now that we
have other actions on top of them it's not such a good idea. (I guess
we could still do it since we haven't released anything with hashing
or recirculation yet but it seems like more trouble than it's worth.)
However, my hope is that MPLS will go in soon so it should be a
non-issue.
OK, I will revert the change to the MPLS attributes for v4.
