I originally asked Lori to move the MPLS attributes to higher numbers since there wasn't corresponding kernel code. However, now that we have other actions on top of them it's not such a good idea. (I guess we could still do it since we haven't released anything with hashing or recirculation yet but it seems like more trouble than it's worth.)
