This appears to renumber some existing OVS_ACTION_ATTR_*. I doubt
that it should do that.
I'm OK with this from a userspace perspective. Really the
implications of this commit on the datapath interface is the important
part, and the people who do the big thinking on that are Jesse and
Pravin, so I'm adding them to this email.
Thanks for the review Ben. Once a consensus is reached about when and
where we send the Ethertype over Netlink, I will implement the outcome
of the discussion and send a rebased v4.
