I already sent a couple of warnings to translators and I'll make sure they are informed. We still have several languages that are "close enough" to be ready for 4.1.1.

A 3-day delay is very bad, especially considering that we are adding new languages (and that we are not going to adopt other approaches, like multi-language installers, for 4.1.1). Is your upload problem on the Apache end? I mean, could you make the binaries available somewhere else in a much shorter time? In that case we might find a different solution, it is not a requirement that binaries are hosted on people.apache.org (or you can rewrite your people.apache.org URLs to an external server, and/or we could well setup a snapshotbuilds.openoffice.org CNAME for that server).
