It looks good to me.   There is now less than 1 month before the call
for papers ends, so it would be good to publicize this

Now reviewed and updated to reflect feedback. Note that we will also

(the intended purpose is to have it as a contact point for people to ask about the devroom). Last year's speakers for example should be subscribed.

I propose, subject to lazy consensus and hopefully to finding
someone who can take responsibility for this, to have a flat
reimbursement of 200 Euros for accepted speakers who ask for it.

So we have lazy consensus on the proposal, but do we also have a
volunteer who can manage reimbursements?
