For now I have 2 questions:
1. I think the contents in this wiki should be in the release notes of our
coming 4.0. Maybe a link to this wiki page from release notes? Any
suggestion?
Yes, such things should go into our Release Notes.
From my point of view these improvements should be directly in the Release
Notes - they should be made very visible to the users who will checkout
what is in the next release. The compare of screenshots is an easy way for
our users to get an idea of the improvements.
Thus, we can use this wiki as one of the input sources for our Release
Notes.

While I saw the discussion on 3.5 vs 4.0 and cwiki vs mwiki is still on
going. And later we may need to figure out a new release notes template for
the rich contents. So for now I will continue to work on the current wiki
page, and move to new place later when we agree on the way.

Finishing the documentation about the improvements somewhere - in this case on
the above given mwiki page.
Once it is clear where our Release Notes will be we can move the content.
2. Currently I can not upload the file of docx, pptx or xlsx. I wonder if
any one can help to add them to the permission list?
As far as I can see for all improvements we have an Bugzilla issue.
Thus, I think it is enough to have the sample files attached to the
Bugzilla issues - no need for duplicates. If the samples are attached to
the Bugzilla issue you can provide a direct link to it - e.g. link to
sample file of issue 119963 -

Good suggestion! Only problem is that in some defects the original
attachment is complex, and developers made simple samples for me. But I can
try this way. And attach the simple samples back to the defects.
Yes, that is more or less what I meant.
Having all sample files in only one place - at the Bugzilla issue - is a good
thing.
