While I admit that the arguments against increasing the baseline to JDK 21 are compelling, shouldn't we leave the decision of keeping JDK 17 as baseline to the PMC members that voted +1? Due to the small difference, each one of them can declare the vote unsuccessful by changing their vote.

Personally I was convinced by the arguments and would like to change by (non-binding) vote to +0.
