re: RE Solr: The 5.3.1 changes ought to move to 5.4.1

I just went through the 5.3.1 section of CHANGES.txt in Solr and
Lucene. All the Solr JIRAS labeled 5.3.1 are either
1> labeled 5.4.1 in the JIRA (so assumed to be in the code)
or
2> actually in the 5.4 branch already.

Looking at the Lucene CHANGES.txt, I see these JIRAS listed in 5.3.1
but not in the code.:
LUCENE-6774
LUCENE-6781

Hmm, why is SOLR-7865 listed int he LUCENE CHANGES.txt anyway ;) It's
in 5.4 though

So it looks like adding those two LUCENE JIRAs are all that's really necessary?
