Yes. Since we know we'll only need to send refinements once, we added some
logic to ensure we don't attempt to re-refine something we have already
refined. The bonus to this change is that it should offer a minor performance
bump since we won't bother to re-check all of the refined values for further
refinement. (We've already asked all the shards about all of the candidates,
so there won't be a need to repeat that. We already know we have everything we
need after we've refined once.)
