You are implying that help writers are "waiting to the last milestone"
because they like to, and "forcing" them to do it differently
would somehow change the situation.
Help writers depend on engineering finalizing the features. We are
not doing this to annoy localizers. This is not an approach that
will work, trust me. Docs and localization are at the end of the
food chain and we'll stay there.
No they don't do just that. They also correct errors in help and
expand help items of features available for years, months or weeks. Or
change inarticulate help descriptions. And that kind of changes make
the biggest part changes in help, at least from my point of view.
What portion of help changes are maintenance and what portion
changes to features, I cannot say. I leave that to Uwe.
It's true, though, that there is a maintenance portion and here
is the only point we could start making changes. In fact, our
intention was to do just this. Unfortunately, the turnover
times for help CWSs are still much too long for various reasons.
Just to give you an idea: There is one(!) person responsible
for keeping the online help up to date and this is not his sole task.
If the deadlines for localization are too short then work with
the release managers to get more time for localization. The root cause
here is that we are releasing all language versions at the same
time and trying to squeeze localization into too short timeframes.
You are blaming documentation but you are actually barking up
the wrong tree.

I don't get why you are feeling insulted, really, when during
this thread you have constantly been picking on the docs writers
claiming they would make your life hard by intention.
I apologize if I unintentionally offended you but I was
not pleased by the style in which you started this thread
"Who is the genius", "are you nuts", "Do you really not care
for (mostly) open-source translators around the world
giving up their spare time to this project?"
Don't you think that those statements may be offensive to the
ones that do commit their time to this project as best as
they can?
I am interested in getting this sorted out and ultimately
ease the life of both writers and translators, believe it
or not, but collaboratively, not by confrontation.
I agree, this approach is highly recommended, yet proved to be
completely unrealistic, unfortunately.
