By "translate", do you mean translating a TCM for a language? (for example French, to other languages, especially for languages and language teams those are new to OOo) What we (Vietnamese team) do in TCM is a simplest form of acceptance test for OOo. However, I believe that Vietnamese TCM version lacks of testing Vietnamese (the language) support for OOo. Because as of OOo 2.4 (or even earlier?), OOo does support Unicode ( and therefore Vietnamese, which is a subset of Unicode), I have no worries about Vietnamese support in OOo.
