I think one of the main objectives of the NLC should precisely be
helping and giving support to those small teams with few resources to
have a full supported version of OOo and their own projects. In those
communities, mostly ignored by software companies, FOSS is a very
interesting chance, and a version of OOo in their own language can
make a difference a be very important for the development of their
language and culture in the 21st century.
