Sure, and what I'm saying is that mirrors in those countries will most probably host builds in those languages anyway, so they won't end up on just those few selected servers. For example, Lithuanian may seem pretty irrelevant for most mirror admins, so they may choose not to host Lithuanian files, and that's absolutely fine. But for a mirror in Lithuania it's THE language that makes the most sense (much more than, say, Chinese or Turkish) to mirror, and even if Lithuanian builds are statistically downloaded 500 times less than Chinese, that mirror should still host them.
