relevant. I tried deleting the whole of unxlngi6.pro and rebuilt. It
reappeared, but again only the en-US parts were there.
Any ideas what I've missed?

You need to use localize with the build enviroment. Set it up first.
For example:
$ tcsh
$ source LinuxIntelEnv.Set
$ rehash
and then:
$ localize
