Thanks for the assistance I applied the advice sent and got over the problem.
I had to add one extra step to wake up Writer so that it would import the
new translations, this seemed a little odd, I might be making the wrong
cause-and-effect associations.  For what its worth the following are the
steps I step and the results I observed:

I looked below and did not see the translation for "~File":

  <myBuild>/.../officecfg/registry/data/org/openoffice/Office/UI/localize.sdf

I checked below and _did_ see the translation for "~File":

  
<myBuild>/.../officecfg/unxlngi6.pro/misc/merge/org/openoffice/Office/UI/GenericCommands.xcu

I then did the cleanup step that Alberto prescribed on just the file:

  <myBuild>/.../officecfg/registry/data/org/openoffice/Office/UI/localize.sdf

reran config, download, make and installed and ... no change.

So I looked below and saw that it only contained en-US, so I added an am-ET 
entry
for the "~File" translation under the ".uno:PickList" node:

  
<myInstall>/.../share/registry/data/org/openoffice/Office/UI/GenericCategories.xcu

When I reran OpenOffice (via soffice -writer from the program directory) this
seems to have awoken the translations and the menu toolbar then had the
expected terms:

This was odd so I went back and removed the "~File" translation from the
previous file under .../share/... , then relaunched Writer and the Amharic
translations were still there.  So I suppose just unix "touch"ing the file
would have been enough to get Writer to import the new translations and it
was using cache until then?
