Justin, Can you please clarify your comment about the NOTICE file? You said content is missing from the notice file, but this project does not bundle anything external that would qualify to my knowledge.
The project dependencies are not included in the distribution. They are installed by the user using the related python poetry framework. If there is something specific can you share so we make sure to address it in the next RC?
