FWIW... just checking for occurences of these terms is unlikely to be
sufficient to find all normative requirements. This is not how IETF specs are
written.
Regarding toggles: I mentioned this earlier because people may want to use the
library to *test* conformance; and that requires the ability to produce
non-conforming messages. I'm not sure that these uses exist (I don't use it
this way), but if it is the case, people are likely to report it. When that
happens, introducing toggles might be the right answer.
