This is not how IETF specs are written. Regarding toggles: I mentioned this earlier because people may want to use the library to *test* conformance; and that requires the ability to produce non-conforming messages. I'm not sure that these uses exist (I don't use it this way), but if it is the case, people are likely to report it.
