Can you see the Flex Logo as Ascii art when running the build? ... Ahh .. wait a minute ... do you eventually have a company Nexus/Artifactory and have set the "mirrors" section in your settings.xml? If yes, then Maven can't find the pluginRepository that has to be set to the Apache SNAPSHOT repo.
