Really not sure Adobe's commitment to our cause. I think AIR has really been 
the saviour of AS3 alongside the cross compilers and the army of developers. I 
think without these factors AS would have gone the way of the dinosaur

I agree AS4 sounds cool but I don't think it will happen. 
And Swift is compiled into LLVM anyhow:  


Apple wrote

so what you've proposed is an ActionScript 4 ios/osx compiler or packager.
