1) That is way more work than I would like to take on. We'd have to poll for the recovery of the network and then load all of the prior support files like the -config.xml and locale files, essentially re-starting the app without actually restarting it.
2) If the progress bar squares are visible, then no, the log should not be auto-displayed. Instead, one of the squares should go red.
