IMO, it depends on the definition of "abandoned". If nobody is using it, then we don't want it.
The donation process is time-consuming enough to act as a filter. If the donor wants to spend the energy to do the IP clearance and software grant and one or more committers want to do the Apache-fication of the code (which, besides headers, should include bugging infra for a repo, and making sure that a build script runs and hopefully a test or two runs), and the community votes in favor, then it isn't truly "abandoned" by the community, just by the donor. Then, maybe, if later some user runs into a serious bug, this community will band together and help them out. Having these things scattered about the internet or github is sufficient, but users don't have a place to turn to for help so they're less likely to use it, and it might be in the interest of Apache Flex to give folks reasons to keep using these other bodies of code.
