I disagree. It is both. This isn't something where we can just say "It isn't our fault. The problem lies upstream in the process". Yes, there are issues that need to be tackled elsewhere but the survey showed representation in committers wasn't on par with what we would expect given the levels of representation in the feeder communities. Taking women just as an example the % of committers who identified as women was about half* of what would have been expected.
I find this to be nitpicking. We have a diversity problem, and should be seeking ways to improve the situation.
We are *lightyears* away from a situation where it would be relevant whether we have a diversity problem vis-a-vis the global population. I suppose that might be interesting, academically, but has no practical relevance in terms of what we need to be *doing*.
