Think so too. Incubation is a good area that will motivate more people to contribute to Apache.
There are a lot of open source projects from china started on github, and some are very interesting, but they don't know how to make it an Apache project. And I often get a lot questions around how Apache works, how to become a committer, how to get into incubation et al. To make this happen can potentially involve these people much easily.
