Any ASF committer is welcome to propose a new sandbox component and
we have traditionally had a very low bar for experimenting in the
sandbox - i.e., JFDI.  Getting out the sandbox, however, requires
that enough of a community has developed around the component that
we are confident that it will not die / become a burden to us /
disappointment to users.

Like the rest of the ASF, we make no claims to "the one true way" or
"the definitive foo-thing" for any of our components.  All that we
require is that there is enough community interest in "commons-foo"
to grow and sustain a community around it.
