How uninspiring! ;)

I'm a native French speaker and yes, if you slap these two word
together, that's what you get, but the site is in English and this
derivation, if it is the intent of its author, is pretty sad. There
are other translation of "élan", but none make for a better project
name, because the prefix, "without", negates any positive meaning!
