On the one hand, API change isn't ruled out. We've tickets to improve
the vararg'ness in the Validate class, and to incorporate a bit more
CharSequence work into StringUtils; plus I fully expect/hope for
feedback on other changes. So probably up to 5% of the API having
potential tweaks.
On the other hand, it's still at heart the same core code that it's in
use everywhere. I tend to think of alpha as 'still full of bugs',
while beta is 'will do the job but no promises'. It's (historically)
only on a full release that we would consider the API as set.

Not sure whether it makes such a big difference whether we call it alpha
or beta. For Commons this is an unusual concept, so we should probably
add a disclaimer to make our intension clear.
But anyway, I agree that it is time to move forward with the code we
currently have. It seems to be stable enough.

the message that there will probably be some more API change, albeit
not many. To me beta suggest that the API is set and only bugs that
won't change the API will be fixed.

The site isn't intended to be ready - that can be done later. What it
does right now is provide the relevant 3.0 reports.
What I'd like to know right now is if it looks good and whether I
should go ahead and tag 3.0-beta and do a real release build. I think
we're ready to build a beta. I don't expect a lot of API change after
this, and I don't know of any bugs in 3.0 that weren't in 2.x.
So not a release vote, but looking for consensus from anyone (users,
committers, pmc) that it's time to put a beta stake in the ground.
