Note that sandbox components (especially) may not have a lot of
activity -- indeed, one of the reasons something is in Commons Sandbox
could be lack of sufficient activity to "graduate" to Commons Proper.
Sandbox is always unreleased code, and may never see a release. The
bottom of this page has some more:

  http://commons.apache.org/sandbox/

In that sense, it is different from other ASF projects, and I think
that contributes to your observation above.
