I do not recall the community coming to any agreement regarding package distribution. From a community perspective, it can't be official unless we are voting out the packages. If the repos are listed as 3rd party, I don't see where community access is an issue. The community is saying, "We are listed these repos for your connivence. Please be aware that the packages they contain have not been tested and voted on by the community." Regardless of the community's access to apt-get.eu, the packages it contains are not official artifacts of the community.
