BookKeeper 4.15 release ?

Hello folks,
I believe it is time for cutting the 4.15 release.

The Gradle migration is in good shape (please anyone correct me if I am
wrong).

The "Skip journal" BP is still in progress but we are too late on the
Schedule.

Thoughts ?
