Honestly, this is a terrible idea. The whole point of a browser is providing 
user access - this would take power away from users by deciding for them what 
is permissible. It also fails to account for the bulk of web traffic which does 
not require encryption (and is the reason HTTP exists in the first place).
Traditionally developers have been the ones to decide what traffic merits 
encryption and what does not. An argument could be made that the decision 
should not rest solely with them, but also with users (who are stakeholders); 
however, browsers certainly should not be involved in deciding whether a site 
is accessed.

If there are security concerns, then inform the user but do not make a blanket 
decision that would make unencrypted cat pictures inaccessible.
