True, although the general component purpose you describe is already
more along the lines of how I think the Gaia component is currently
being used by dogfooders that don't know where the bug should be filed.
Like the Firefox::General example you have given, I think someone who is
less technical would start on the assumption by default to file the bug
against the "front-most" component, especially given that currently, our
dogfooding template points to the Gaia general component as the basis of
where to file the bug first.
That said, it might help to point bug filers that don't know where the
bug belongs at a specific component so that triagers can figure out
where the bug belongs. That would fall in lines with what you are stating.
I think the concern I was more trying to get at is that I'm not sure
there's enough bugs or bugs to be filed based on the other buckets that
are available to warrant a general component, but perhaps it could be
useful if we change the bug filing location mindset to point to this
general component if people don't know where to file the bug, rather
than default to filing it in Gaia directly.

I don't think this is necessarily the right question to ask.
For example, few bugs belong in Firefox::General, but it's still a
useful component for people who don't know technical details to file
bugs into.
