Irving, I got this version from the URL above: 19.0a1 (2012-11-10), and so far so good. :) It certainly doesn't seem to be doing any harm, and over a few hours last night, and so far this morning I haven't seen a repeat of the repetitive downloading. I have now visited every folder on the problematic account, just to be sure.
If I see any problems I will update here immediately, but I definitely vote that this fix go into 17.
