Next experiment was to remove the gtx1080 from the box and put both monitors on the EyeFinity 6 card.
Both screens came up properly. I've noticed some instability when the blank screen exists. Specifically programs will occasionally disappear. The gnome-system-monitor also uses 50 - 100% of a CPU. With just one card, gnome-system-monitor is using 12-13%.
