apt --reinstall won’t save you. Manual systemd surgery in nsswitch.conf
will.

Hitting this issue right now, and "apt install --reinstall libnss-
systemd" doesn’t touch nsswitch.conf.

Same story with systemd-userdbd — installation does nothing with this
issue

The only thing that worked for me was patching nsswitch.conf by hand
