Something tells me it's not systemd-userdbd you need, in fact that's not
installed by default for anyone. Instead, it's 'libnss-systemd' which
'systemd-userdbd' would have automatically pulled in.
Indeed, removing libnss-systemd seems to create the problem in
/etc/nsswitch.conf and installing libnss-systemd seems to fix it.
