Yes, this should be provided. Shouldn't it be provided in a package like drm- modules-src, though, like lm-sensors-src and alsa-src? This would mean breaking that part of the trunk off and placing it in /usr/src/modules/drm or the like, and having the dri modules built whenever make-kpkg makes a modules_image.
