One of the goals of the role of DM is to allow people that aren't as much involved in the community and that don't really care about voting rights to upload packages directly, thus reducing the amount of wasted time from both sponsor and sponsee. About having a working Debian box, a chroot should be enough for building/testing packages, you don't need to have that as your main system.
