not only that. Typically, the description in the ITP is what you plan to use for the package description itself. You can no longer change your original ITP bug text but you can add the URL of that web service to the description of the package you are creating. Imagine somebody who just searches for "pastebin". They will also find your package and they might not know about privatebin even though they do know what a pastebin service is. You should also tell those users what web service is behind the package that they maybe are going to install. Actually, now that I read your initial ITP mail again, you do not use the term "pastebin" at all even though that's exactly what this web service is.
