I think it'd be a little clearer to replace its title and text with 
"(withdrawn)" or similar, then it'll be clear the missing letter is not a 
mistake like something accidentally missing. That's also a common way to deal 
with, e.g., repealed laws — replace the section with a note that it was 
repealed.
