After further input from the bug I filed at
https://bugs.debian.org/1111040 the way forward is:
 - A stable version of 4.1.0 will end up in trixie-backports as soon
as upstream makes a release
 - Meanwhile, the latest 4.0.6 binary packages can be found here:
   http://snapshot.debian.org/package/transmission/4.0.6%2Bdfsg-3/
