The question is whether this is a change Debian made to the kernel
packaging, an upstream change,, or something I inadvertently changed on
my system. If either of the former two, Debian really needs to document
something like this.

Great. As I noted, Arch seems to have gotten a handle on this six
months ago. In the meantime, Debian really should document breaking
changes like this. Is a bug report in order?

I suppose that I can do this if I have to, but I'd rather not mess
around with stuff I don't really understand without an official guide
to the process.
