Yes, but if you go there:http://lists.debian.org/users.html the title for say
debian-user-french is: debian-user in French
so one should write in french.
If you look at debian-user, the title is: Help and discussion among users
of Debian,
so there is no mention of which language to use on this list. I guess this
is a bug, but strickly speaking, one could use any language here and
not breaking the code of conduct.

And the context, that there are user lists for different languages, e.g. Spain and that English is _the international language_ (Even strange people, who guess Esperanto is an international language, should notice, that there's a list for Esperanto) makes e.g. Spanish people guess, that this list is for all languages?

Perhaps some are uneducated or intellectually disabled, it's ok if they are mistaken, but I suspect most who use this list in another language are simply blasé. They simply ignore it.
