They are not in error: there is no rule against it.

Rubbish: At http://www.debian.org/MailingLists/#codeofconduct amongst
other things:

Send all of your e-mails in English. Only use other languages on mailing
lists where that is explicitly allowed (e.g. French on debian-user-french).

And there's this, commonly ignored:

Never send your messages in HTML; use plain text instead.

But rules are there to be broken; some are broken more readily than others.

Not all people using the list, are subscribed to the list, but users who subscribed might have read this:

"debian-user
Support for Debian users who speak English. (High-volume mailing list.)
Moderated: No Subscription: open" - http://www.debian.org/MailingLists/subscribe

Yes, before there's a chance to subscribe to this list, you need to scroll through tons of user lists for different languages. I didn't test it, but I suspect this side will be in your native language, if it's the preferred language by your browser settings.

"Debian Mailing Lists
Help and discussion among users of Debian
Support for Debian users who speak English. (High-volume mailing list.)

This list is not moderated; posting is allowed by anyone.

Posting address: debian-user@lists.debian.org" - http://lists.debian.org/debian-user/

Btw. also for for the English language:
