You shouldn't have to deal with Telstra as your're not their customer, TPG is. Keep complaining until you get to Level 2 support, they are the only ones that can help you. They will create a ticket, monitor the lines and conditions, ask you to do an isolation test (Unplugging every other telephony equipment on the line) and keep you apprised of the situation.
