If this mail (from Mutt) makes it to debian-user@lists.debian.org, then the problem isn't Mutt per se. It's possible that debian-users is doing some kind of greylisting or SPF checking that your daughters email doesn't do. In other words the problem may be your ISP not Mutt. Have you tried using the same account and isp but a different mail-client to send email to this list?
