As a user rather than a developer, they were simply amicus suggestions
("Maybe" was intended to imply that.) Comes from working as a consultant
that gets paid for coming up with "outside the box" solutions to
organisational problems. If I wanted to push them, I'd have got out the
firefighting equipment and waded into d-d itself, but instead, I am just
tossing ideas onto the smouldering table of discussion ;)

It is generally known, however, that for most software, changes to the
major release number happen when a noticeable interface change or such
related marketing excuse can be made. Debian doesn't have quite that
same basis available, as it rather "evolves" over time, rather than any
particular point arising at a specific release date.
