yes, you can submit an unblock request. You don't need to be a DD to submit an unblock request.

Bug fixes via unstable can still request an unblock if the package is not
removed from testing already as I understand the freeze rules.

Sorry, I think I misunderstood you.  I meant that SASAKI-san does not need to ask anyone for sponsorship to file an unblock request.  I could not find any rule that said an unblock request had to be filed by DD.  If it is written please let me know.  Or am I misreading it and thinking SASAKI-san is asking
someone for sponsorship to file an unblock request?
