I think so yes. Would a reupload with these changes dropped be more acceptable? Also, I forgot to mention, while slbackup (and slbackup-php) are not in the debian-edu* namespace, in practice they are: the "sl" stands for "skolelinux" so thats just another case of not following up to an existing naming scheme...
