When using KDE CVS, users who want access would have to bother KDE people. Additionally, not the base members of the group would be the ones who decide about who gets access and who doesn't, but the KDE CVS administrators. And keep in mind that having write access to KDE CVS means having access to all of the CVS. Giving a single person write access to all of KDE CVS just to be able to check in soemthing to -- let's say -- kdebase/debian is a security risk, at least for me.
Another reason might be that on alioth usage of SVN becomes possible. CVS pisses some people (me included) off badly and SVN appears to be a really good alternative. > b. -- .''`.
